Mr. Scott, Downey & Scott’s Executive Vice President, has 47 years of experience as a construction manager performing and overseeing day-to-day bidding operations, contracting negotiations, project management, requisition preparation, job cost analysis, and cash flow projection. 
For eleven years, he acted as principal and owner of Erin Construction Inc; a local commercial general contracting firm with $10 million in annual volume.  Prior to the formation of his own firm, Mr. Scott maintained similar duties at Franklin Construction, Construction Management Systems Inc, and nationally ranked Cenville Inc.; three general construction firms.  While with Cenville, Inc he was charged with the construction of an 18,000-unit retirement community and completed award winning renovations with projects featured in national publications.  He has a great deal of experience with military, institutional, commercial, retirement communities, historic renovations, and public safety facilities to name a few.
He is Downey & Scott’s resident military project specialist with extensive involvement in various projects ranging from historic command quarters to classified facilities located throughout the globe.  He was instrumental in the integration of Downey & Scott's cost platform with the Navy's success software, and is the only non-DoD employee allowed to Cost Certify the 1391 Budget Documents that are submitted to Congress.  His diverse background adds valuable depth to any team.
