Mr. Smith has been in the Civil Engineering field since 1972 serving in both the private and public sectors. He received his Bachelors of Science in Civil Engineering from Virginia Polytechnic Institute and State University and is a Registered Professional Engineer in the Commonwealth of Virginia. Prior to working with Downey & Scott, his experience includes positions as director of pre-construction for McCarron Construction Management as well as department manager, branch manager and director for major engineering firms. He has also held supervisory positions as department head and director of utilities for local municipalities.
His extensive pre-construction experience, in both the public and private sectors, includes constructability reviews, cost estimating, preparation of contract documents and technical specifications, budget preparation, plan processing and approval, planning, design and construction for both site development and infrastructure projects. His construction phase experience includes onsite project management, and site supervision of large scale residential, infrastructure, commercial, industrial and institutional projects such as schools, churches and hospitals.
Mr. Smith has broad public sector experience performing site reviews, approvals, improvements bonding and managing operations of a water and sewer treatment facilities along with their distribution and collection systems.
