Experience:
Timothy Harms, CCM, Downey & Scott, LLC's Managing Principal, brings a seasoned perspective from his 36 years of construction management experience. As a Senior Level Construction Executive, he has extensive experience in both horizontal and vertical construction applications. His responsibilities include providing construction leadership through all project phases, managing the project team’s daily construction activities, managing contracts, maintaining quality assurance/quality control requirements and approaches, providing regular progress updates for clients, monitoring contractor and subcontractor performance, overall site safety, and project suppliers to name a few.
Previous to joining the Downey & Scott team, Mr. Harms worked with Campbell & Paris Engineers, where he performed duties as Vice President of Construction Management. There, he continually managed state and federal-funded projects ranging from a $40 million new general aviation airport to roadway expansions and improvements. Additionally, Mr. Harms served as Construction Manager, overall Project Development Manager, and finally as Director of the Vint Hill Economic Development Authority in Warrenton, Virginia, from 2004 through 2015, where he led efforts and directly managed the redevelopment of the former U.S. Army Base into a mix-use community. His duties included managing and overseeing the planning, design, construction, and maintenance of various infrastructure improvements, including road, water, sewer & dry utility construction.
As a seasoned Construction Manager, his experience adds a valuable hands-on perspective. Additionally, he has performed extensive Project Management and Inspection services on numerous types of public and private construction projects. He is a well-known expert in VDOT LAP projects, including revenue sharing and federally funded projects, construction/project management, contract administration, field inspections, claims analysis and negotiation, constructability reviews, procurement, and bidding management, and budgeting. His skills, derived from within the industry, add critical depth to the Downey & Scott team.
