Brief Description:

The West Virginia Air National Guard is the air force militia of the State of West Virginia.  They are under the jurisdiction of the Governor of West Virginia unless federalized by the President of the United States.

Downey & Scott provided pre-construction support services including cost estimating, design reviews, and value engineering while working as a sub consultant to Hayes Seay, Mattern & Mattern, Inc. on this term contract for the West Virginia Air National Guard, the air force militia of the State of West Virginia, located in Martinsburg.   This multi-year term contract encompassed a phased program transitioning the Military Airbase from supporting the C-130 Hercules, a four-engine turboprop military transport aircraft, to the C-5 Galaxy, a much larger military transport aircraft.   

Due to the C-5 Galaxy's much larger size and heavier weight, the entire airbase and supporting facilities needed to be repurposed and/or demolished and rebuilt to handle this new aircraft’s specifications and aviation guidelines.  These projects ranged from runway construction to relocation of the control tower, from new security enhancements to the construction of larger hangers.
