Fairfax County is constructing a new Human Services Center to replacement the Woodburn Mental Health Center and consolidate the behavioral health and alcohol/drug services programs from a number of leased spaces. This new facility will be the home to more than 13 mental health and substance abuse outpatient treatment programs.
In addition to traditional office space, this five-story, 200,000 GSF facility will contain emergency services, peer resource center, pharmacy, satellite primary care clinic,examination rooms, conference rooms, classrooms, and a 1,500 GSF data center to serve as the County's medical records storage hub. The project was designed with sustainable design principals including a vegetated roof, enhanced stormwater management features, and energy-efficient mechanical, electrical and lighting systems. The facility has been designed to achieve LEED Silver level certification.
Downey & Scott assisted Fairfax County Department of Public Works during site acquisition/land swap and performed several studies of conceptual cost analysis directly for the County.
After the project moved forward Downey & Scott was retained to perform a combination Value Engineering workshop and 40- Hour Module I training session was conducted at the Fairfax County Government Center.
The study provided approximately 68 Value Engineering Alternatives and Design Suggestions that should help the County hold the line on the budget and help ensure the project is delivered on-time and on budget. The design of the project achieves the twin goals of delivering a highly specialized facility with quality and economy.
Eight people were trained in Value Engineering during this study by Downey & Scott’s Certified Value Specialist, and their role as members of the project delivery teams, for various projects for Fairfax County, should be greatly enhanced by this knowledge. The Module 1 SAVE certified training sessions awarded eight certificates to the participants. The total estimated construction cost for this project is around $60,717,000 and Downey & Scott’s Value Engineering Study produced numerous value-added alternatives as well as a possible cost saving of $2,151,000.
