Brief Description:

Downey & Scott provided construction management services including pre-construction PPEA evaluation, value engineering, cost management, as well as project and program management during the pre through post construction phases of this design-build project.  

This 119,000 GSF project included the integration of state-of-the-art 911 systems as well as radio systems, security systems, computer network systems, and the emergency dispatch center’s equipment and furniture. This project came in on-time and under budget with zero change orders, and no claims.

The budget included all technology integration, hard and soft construction costs, and seven (7) acres of site development. Our value engineering study yielded 24 recommendations and 7 design suggestions, which saved the owner approximately $1,000,000.  Additionally we were able to identify areas, during the design phase, of minor cost to yield maximum results for Stafford County and have unfinished space included as part of the base building design that would allow for future growth over the next twenty years.

Downey & Scott coordinated with the Army Corps of Engineers, Stafford County Building Officials, and the Design Team to expedite permits and the flow of information regarding sensitive wetlands and the Corp of Engineers permitting.
