Brief Description:

Downey & Scott provided Henrico County cost estimating services for this new three-story 60,000 GSF library and parking structure that will be located on a small 3.3 acre site in a newly planned urban mixed use development.  

The library will be built beside a two-acre lake, creating an attractive gathering place surrounded by residences and shops. The project is designed to achieve LEED Silver Certification and is expected to cost about $30.5 million.

The library’s design places emphasis on large community meeting spaces, tutoring and collaboration, and quiet study and productive spaces. The children’s area will emphasize STEM (science, technology, engineering and math), and the teen space will have a large digital wall display.

Private developer, Gumenick Properties, has partnered with Henrico County to construct the new Library within their much larger Libbie Mill development, which when completed will offer 2,000 residential units; including single family homes, condominiums, townhomes and apartments. It will also showcase a 100,000 GSF of retail space and 50,000 GSF of office space.  Gumenick Properties anticipates the entire Libbie Mill development to take at least 10 years and $434,000,000.
