Brief Description:

This Fauquier County administered VDOT/VHEDA revenue share grant road construction project at the former Vint Hill Army Base includes for phase 0, the extension of Brookside Parkway and the realignment of Aiken, Kennedy, Johnston, and Bludau Drives. 

Phase 1, the new construction of the final section of the parkway, the new construction of the second half of Watson Drive, and the reconstruction and realignment of Kennedy Road. Phase 2, includes the reconstruction and widening of Aiken Drive.

Downey & Scott was retained by Fauquier County as the Owner’s Representative on the project.  Drive. Pre-construction services includes plan reviews, quantity take-offs and preparation of the construction bid documents for public bid. As Contract Administrator for the County, Downey & Scott is tasked with preparing preliminary and final cost estimates, preparing constructability reviews, schedules and a traffic management plan. 

With over 45 known utility conflicts and demolition of 21 Army era buildings, Downey & Scott is responsible for identifying, locating and coordinating all utility relocations prior to construction.  Associated utility installation includes storm sewer, waterline, sanitary sewer, gas, phone lines and the relocation of an existing 8” forcemain and 16” effluent line.

This project was funded through three separate VDOT Revenue Share Grants and administered under the VDOT Local Administered Projects (LAP) program.  Downey & Scott is the Construction Manager on the project and our scope of services include both pre-construction thru post construction services.  Pre-Construction services provided on the project are constructability and bid-ability reviews; providing thorough and reliable cost estimates; coordinating utility relocations and installations; haz-mat identification & analysis, value engineering studies; geotechnical coordination, review and analysis; MOT and Phasing Plan development and coordination; ROW analysis and acquisition; utility planning; preparation of bid documents and review and analysis of the submitted bids.  In the construction phase we will continue provide comprehensive construction oversight and quality assurance to include review and approval of contractor’s pay applications; material testing coordination, review and analysis; contract administration & enforcement; cost control; shop drawing & submittal reviews and coordination; contractor schedule review and analysis; and construction survey layout review and coordination. Additionally, our services throughout this phase will seek to proactively identify and prevent or resolve construction change orders, conflicts or disputes as they arise so that the project time and cost are not adversely affected through avoidable delays and claims. After each phase / contract Downey & Scott has, and will, assist the County with punch list completion, analysis of contractor’s claims, bond release and VDOT permit closeout to name a few.
