Procurement & Bidding Management

Downey & Scott routinely assists owners with an overall risk analysis, request for proposal preparation, pre-qualification of potential bidders, and bid collection and review.  These procurement and bidding services significantly reduce an owner’s risk for potential cost overruns and schedule delays, by ensuring issuance of a complete set of bid documents that meet the owner's requirements and expectations.  

We hold pre-bid conferences for potential bidders, resolving and clarifying the request for proposal, prior to bid date. We assist with the creation of an evaluation criteria, collect and analyze bids, and put together a bid evaluation summary for owners that includes our professional recommendations based on each bidder's qualifications.
 
Once the shortlist has been made, we conduct interviews and assist owners with the bidder selection process.  After owner selection, we issue award notification and notice to proceed.
